Most cost overruns are caused because timelines, equipment, and other resources have been underestimated at the outset. In many cases, the resource providing the initial estimates are not the same resources that will be tasked with the actual implementation.
The STOP Method™ is most beneficial when it is incorporated into the front-end of the decision making process, or when changes or upgrades are being considered. STOP can also be effective to “tweak” prior decisions and provide a roadmap to manage modifications to system strategies and implementations.
What is the STOP Method™? It is an advisory service that can do one or more of the following:
- Review external resource proposals for adequacy and relevance to the project objectives, including budgeted allowances.
- Develop realistic, appropriate timelines based upon both the technical and business requirements.
- Recommend strategies and /or specific development projects to improve functionality.
- Perform periodic quality-control reviews of system performance, timelines, schedules and other issues on a dynamic basis.
The beauty of the STOP Method™ is that management can pick and choose between all or some of the options ( 1- 4) . Some companies elect to get the full menu, some want a combination. The goal here is to provide an expert, objective, unbiased, and realistic evaluation of resource expenditures measured against technical business expectations and requirements.
